HSU Hosts California Forward Forum

Budget expert Fred Silva, senior fiscal policy advisor to the California Forward reform project, will outline ideas for restructuring state and local government on Thursday, Mar. 10, at 5:30 p.m. at the Wharfinger Building, One Marina Way, Eureka.

Sponsored by Humboldt State University, Redwood Coast Rural Action and the Humboldt Area Foundation, the forum is part of California Forward’s outreach to local communities to tap citizen thinking about major reform.

Silva has four decades of experience in the formulation of public policy and was previously senior advisor for governmental relations to the Public Policy Institute of California. From 1994 to 1996, he was executive secretary to the California Constitution Revision Commission.

California Forward is a nonpartisan, nonprofit statewide program aimed at encouraging public involvement in the modernization of the state’s fiscal and political machinery.

In addition to state and local government restructuring, the Mar. 10 public forum, titled “Speak Up, California!,” will address budget reform, redistricting, government accountability and related measures aimed at fundamental change in how all levels of government operate.

California Forward grew from a series of reform projects started by California Common Cause, the Center for Governmental Studies, the New California Network and the Commonwealth Club of California’s initiative, Voices of Reform.
