National Public Radio is producing a special series on budget and policy challenges facing California, which will air all next week on public radio station KHSU-FM. The series is tentatively being called "California in Crisis."

_The following budget update was provided by the CSU Chancellor's Office._ As part of an overall strategy to address an unprecedented budget reduction of $584 million for 2009-10, California State University campuses will not accept student applications for the 2010 spring term – with very few exceptions. In addition, quarter campuses that have been accepting admission applications for the 2010 winter term ceased accepting applications as of July 6, 2009.

_The following budget update was provided by the CSU Chancellor’s Office._ The California State University announced today that it will defer State University Fee payments for the summer and fall 2009 term for CSU students who experience delays receiving Cal Grants from the California Student Aid Commission. The State Controller and the CSAC have informed higher education institutions of delays in the payment of Cal Grant A and B awards. The state began issuing IOUs due to a cash shortage resulting from failure to adopt and sign a state 2009-10 budget that closes the projected $26.3 billion General Fund shortfall.

Trustees Discuss Plan to Manage Budget Crisis Furloughs, enrollment reductions and a possible student fee increase were among the options the CSU Board of Trustees discussed Tuesday as ways to deal with a proposed $584 million budget cut, the largest in the system's history. The budget reduction is the result of the state's attempt to close a $26.3 billion budget gap.

_The following budget update was provided by the CSU Chancellor’s Office._ Trustees of the California State University heard details of the massive $584 million budget cut facing the CSU for the next fiscal year, and discussed a range of options including employee furloughs, enrollment reductions and potential student fee increases needed to address the deficit. State general fund support of the CSU for 2009-10 is expected to be $1.6 billion, which is $500 million below the level of state support provided a decade ago.

_The following budget update was provided by the CSU Chancellor’s Office._ The California State University Employees Union (CSUEU) representing more than 16,000 non-academic employees has tentatively agreed to furloughs two days per month. The CSU has been meeting with all of its labor unions to discuss furloughs as one way to mitigate a proposed $584 million cut to its 2009-10 budget. CSUEU is the first to reach an agreement, which is subject to ratification.

_The following budget update was provided by the CSU Chancellor’s Office._ In an effort to address a projected $584 million budget deficit for 2009-10, the California State University Employees Union (CSUEU), that represents more than 16,000 non-academic employees, has reached agreement with CSU on a furlough program for all of its members. The furlough option has been offered to all of the CSU's labor unions as part of an overall effort to deal with the unprecedented budget cut.

Richmond._ Colleagues: As I begin my eighth year as your President, we face some of the worst budget reductions I have experienced in my nearly forty years in higher education. We have made a number of changes at Humboldt State University over the last few years and this situation demands many more. State May Have to Issue IOU’s; CSU Employees Will Receive Paychecks State Controller John Chiang has announced that he will have to issue registered warrants or “IOUs” as early as July 2 if the legislature and governor cannot find a solution to close the $24.3 billion state budget gap. CSU employees, however, will be paid as they normally are and will not receive IOUs. Chiang said the state will have a $2.8 billion cash shortage at the start of the fiscal year July 1 which could grow to $6.5 billion in September in the absence of a balanced budget. Arcata – Many California fisheries are running losses, the number of licensed commercial fishermen is plummeting and the port and harbor infrastructure that supports them is underfunded as the industry shrinks, according to an in-depth economic analysis commissioned by the California Department of Fish and Game from Humboldt State University.

_The following is a budget update from the California State University Chancellor's Office._ In an effort to address a projected $584 million budget deficit for 2009-10, the California State University Employee Union (CSUEU), that represents more than 16,000 non-academic employees, has voted to enter talks with CSU on the concept of two day per month furloughs. This option is under consideration rather than the contractually mandated non-retention and layoff language contained in CSUEU’s labor agreement with the CSU. In addition, the Academic Professionals of California, that represents approximately 2,400 student services employees, has also voted to begin the same process.

A damaged natural gas line has been repaired after prompting the evacuation of the College Creek Apartments construction site near the intersections of Harpst Street and L.K. Wood Boulevard. No injuries were reported and no other areas were evacuated.

_The following is a news release from the CSU Chancellor’s Office._ The leaders of the California State University Employees Union – who represent more than 16,000 CSU employees – met Tuesday with members of the CSU’s management team to discuss options to deal with the proposed $583 million cut to the CSU’s budget for 2009-10. This represents a reduction of approximately 16 to 20 percent of state General Fund support to the system.

Arcata – Humboldt State University President Rollin Richmond has exerted effective leadership despite “diminishing resources and general resistance to change,” according to a formal six-year review of Richmond’s tenure by the CSU Chancellor’s Office, the CSU Board of Trustees and an outside team of education experts.
